20 Questions for Evaluation Design

IFC has developed a list of questions to be addressed at project start and revisited periodically throughout project implementation.

Some of these questions are simple ("What are all the project goals, why do we expect our activities to achieve these goals, and precisely whom are we trying to help?") Others are more difficult ("What is the root cause of the market failure this project is designed to address?") Coherent answers to these types of questions are key to project and evaluation success.

Our 20 Questions instrument, which includes also includes a methodological section as well as a place to specify a timeline and M&E budgetary targets, should be completed by transaction leaders assisted by evaluation officers.

Projects for which "20 Questions" documents have been satisfactorily completed are invited to apply for M&E funding from the Results Measurement Unit.
